Hypercluster do Turismo e Megacluster do mar: incentivos institucionais e oportunidades de negócio em Cabo Verde

The quality and dynamics of the business environment in territories depend heavily on the combination of a set of interrelated factors related to: (1) the macro context – that is, the contextual institutions that, on occasion, can encourage or inhibit both entrepreneurship and innovation; (2) the potential of companies, in terms of knowledge and technology generation and adaptation; (3) and the cognitive qualities of the individual, involved in shaping their entrepreneurial motivations (Ahmad et al., 2010; Furtado et al., 2014a). The latter is responsible for the performance of the companies that are created, given that the very perception of the quality of the institutional framework and its interpretation depend on the entrepreneur – (therefore, the individual who manages, invests and promotes). Thus, this descriptive and exploratory research – based on the methodology of discrete comparative institutional analysis proposed by Williamson (1932), applied to businesses in Cape Verde – aims to understand how the three factors – macro, meso, and micro – interact in terms of local entrepreneurship.
